The same plan notes that cellars and lawns near those brooks flood in heavy rain.

They can help with the part that comes off your roof. Gutters can't do anything about groundwater. They can stop a whole roof's worth of rain from landing next to your foundation, and that's where downspout placement matters most.
Burlington's permit paperwork names roofing and siding but doesn't mention gutters on their own, so we won't tell you a rule the town hasn't written down. If gutter work touches the roof edge or fascia, we check with the Building Department at 25 Center Street (781-270-1615) before we start.
